How it behaves here

Fibre reinforcement resists cold flow under the continuous pressure a thrust face sees. For an assembly whose preload was set at build and is not adjustable afterwards, that dimensional stability is the whole reason the washer exists.

Where it does not belong

The fibres are abrasive to soft faces, and on a flat continuous contact that abrasion is spread across the whole annulus rather than a narrow band — so a soft or plated thrust face will wear noticeably. Friction is also higher than unfilled PTFE.
